Brake Trouble

The right-front drum brake on my '75 Citicar is locking up. 
I cleaned the drums and shoes, but the problem persists.

The Drum was rusty...


Here are the shoes, prior to cleaning with brake cleaner...




I cleaned the drum...


It still looked beat up afterwards...
